A multinational organization specialized in Mining, Asphalt Laying & Contracting is searching for a Regional Procurement Manager to be based in the UAE with responsibilities over the total supply chain and procurement function in the region.

Purpose of the Job

To continually manage regional procurement activities as a professional, efficient and effective, value adding high performing sourcing and ordering operation, including Procurement within Region, Sourcing of Regional unique external expenditure, Needs Analysis, Implementation and Performance Management of external Spend, Management of Supply (Purchase Order Processing), Providing compliance and controls against developed standards.

Key Accountabilities & Actions

• Define TME procurement strategy, annual objectives & deliver a programme of continuous improvement against standard frameworks meeting regional needs.
• Develop & implement strategies to reduce the cost of ownership, mitigate risk and / or improve working capital.
• Accountable & responsible for reducing local vendor base in line with agreed objectives for TME.
• To manage processes to deliver required supplier services to the business in keeping with the Company’s overall Procurement strategy and agreed targets for cost / supplier management and service quality enhancements.
• Establishes controls, savings, creditors, and compliance and input costs for TME working with the Finance Director.
• Effectively communicate the vision & market the benefits of procurement policy adherence across TME.
• Act appropriately to integrate the Procurement Team & other components of P&SC
• Establish personal & procurement team credibility by ensuring quick resolution of service issues
• Be accountable & responsible for defining and implementing procurement & supply chain policy & process within the region.
• Be accountable & responsible for the management of Supplier Performance within the region; manage Supplier Failure Reports & Service Level Agreements

A Bachelor's Degree
Expert Commodit Management Processes
3 to 5 years procurement experience
Knowledge of and experience with Procurement Best Practices
Expert Negotiation Skills and Capabilities
Regional Sourcing know-how
Managed operations in multi-cultural country environment
Culture Awareness & Sensitivity
High Degree of Commercial Experience
Proven Leadership of Cross Functional Teams
Exceptional Influencing, persuasion and presentation skills

An MBA or Professional Degree / Certificate in Supply Chain and / or procurement is desired but not essential.
