The Contracts Manager is responsible for the overall management of major Contracts.  He will be responsible for setting up and managing the procurement of contracts, and management of ongoing projects throughout the capital area of the Sultanate of Oman. He is also responsible & should have exposure to various forms of contracts and procurement methods such as remeasured, cost plus, lump sum, target cost contracts, expenditure controlling against the budget set by others and to lead and build a team around them.

He should develop and deliver alternative contract and innovative procurement solutions, including partnering arrangements, to enable the Company to implement and administer cost effectiveness, Best Value principles and benchmarking techniques.

  • Setting up monitoring and improving (as necessary) procedures for the financial and contractual control of projects.
  • Responsibility for cost estimates based on Company’s stated requirements.
  • Management and co-ordination with designers / engineers to ensure that the requirements are properly interpreted and applied.
  • contract and consultancy agreements.
  • Preparation of bills of outsources quantities / bills of times / scope of works whichever is applicable.
  • Advise on the choice of suitable forms of contract and methods of measurement, supervising the preparation of tender and contract documentation.
  • Over all control of various Consultants appointed for the projects from initial feasibility studies through to completion of final accounts.
  • Reporting of tenders / comparative statements/ project bill examination.
  • Setting price negotiation within budgetary cost.
  • Monitoring and improving (as necessary) procedures for invitations to tenders and award of contracts.
  • Ensure that cost control procedures and reports during construction are submitted and carried out on time.
  • Forecasting project cash flows.
  • Overall responsibility for monthly valuations / interim payment certificates.
  • Reporting and recommending settlement of contract variations which have arisen.
  • Adjustments of prime cost and provisional sums.
  • Examining contract claims and comments and reports to the C&P Manager.
  • Manage the resolution of contractual disputes if any during construction.
  • Advise and implement procedures for dealing with disputes and claims, together with incorporating the procedures and requirements into the Standard Conditions.
  • Providing monthly projects progress / financial reports.
  • Issuance of engineer’s instruction/ completion certificates.
  • Responsibility for ensuring that the appointed consultants are performing their duties correctly.
  • Post-completion review and reports together with recommended improvements for future projects.
  • The Contracts Manager is expected to deliver reports to the management on all aspects of his projects and duties and responsibilities.  These reports may include:

    • Budget setting and control
    • Standard project reports
    • Procedural reports and recommendations
    • Contractual issue reports – exposure/liability and settlement/rejection
    • Progress reports

Candidate Requirements:
  • Requires expert level knowledge in contract preparation and negotiation, tendering procedures, bid evaluation, contract administration, claims/disputes settlement and administrative procedures.
  • Requires senior management level supervisory skills to supervise the work of reporting staff and ensure that they are working efficiently.
  • Academic - B.Sc (Quantity Surveying) / fully qualified Member of Royal Institution of Chartered Surveyors or suitable professional qualification, preferably with some post graduate legal/arbitration, management or business qualification.
  • Work Experience – Has a strong background in the water / wastewater industry, civil engineering, infrastructure and maintenance works, having not less than 14 years relevant experience and capable of handling multiple projects, expert level knowledge of contracts & procurement methods, dispute resolution/claims, expenditure controlling against the budget set by others, and to lead and build a team around them.  Must be able to demonstrate previous experience of managing at least 10 number of QS/Engineering staff.  Overseas experience will be an advantage but not essential.
