n Prepare and or edit yearly strategic plan, budget and manpower plan for the department as well as the training plan
n Design, collect input from Senior Advisor and other divisions in Operations, analyze, review and edit operational strategy, policies, procedures, processes, forms, and contracts for the division, which reflect Emiratization policy developments and that are up to date and as per best practices
n Plan & manage every year a set of knowledge projects aimed at building a fact base for policy development purposes (e.g., but not limited to labor market trends in Abu Dhabi; forecast of employers’ future staffing needs; jobseeker segmentation and profiling, etc.)
n Based on knowledge projects, advice, supervise and assist in the development of recommendations on policy in the areas of human capital development and labor market policy for Abu Dhabi in order to shape the council's position on certain key subjects (e.g. but not limited to subsidies for National employment efforts, quotas for Emiratis in certain positions, etc…)
n Build forecast of employers’ future staffing needs given sector growth trends
n Develop intelligence reports on labor agency best practices and closely develop & maintain associations with economic/labor market experts/forums/institutions. As well as maintain close relationships with public private sector organizations
n Analyze legislative proposals, develop policy initiatives and be a policy-shaper / influencer with respect to the Council's priority knowledge agenda
n Support and cooperate with other functions and divisions of the council in assessing impact of developments in the economic and market environment on their respective areas
n Determine the scope on how to develop and maintain proprietary data, their subjects and why, in order to show the distinctive policy contribution from the Council. Also suggest new research topics relevant for the Council leadership and other stakeholders, while supporting other divisions in individual research requirements
n Disseminate the findings of policy agendas, through targeted reports, communications/events/activities working closely with the Marketing and Communications Executive Director
n Actively contribute to the wholistic alignment of Strategy & Business plan/objectives with prevailing Abu Dhabi policy development initiatives (for example, analyzing employment trends and industry composition in the Western Region, developing policy recommendation, based on the fact that WR development is a key element of 5-year strategic plan
n Support and cooperate with other functions and divisions in assessing impact of developments in the economic and market environment on their respective areas
n Support and cooperate with other departments in the Strategy, Planning & Policy Development Division as required
n Oversee the work of the Senior Research Analyst
n Ensure adherence to policies and procedures
n Ensure continual adherence to UAE laws
n Perform required documentation, presentation, recommendations and reports on timely basis as required
n Supervise, assess and evaluate direct subordinates
n Provide coaching and mentorship to direct subordinates and other departments as required
n Perform other required duties
