Job Description
The Company
The company is a leading retail developer in the Kingdom of Saudi Arabia, aims to become a leading property development company in the Middle East Region.
 
The Role
The company initially focused on commercial property, such as shopping malls, but now it will be involved in low-income housing in Saudi in addition to hotels with the aims to increase revenues. The Senior Vice-President (SVP), Projects will play a critical role in helping the Company achieve this objective by helping to properly structure and fill the Projects department so as to effectively manage the rapid growth of the company’s property development business, with the goal of establishing the company Internationally as one of the leading and most respected property development organizations in the Region by 2020, and to generate from this business financial returns in keeping with corporate objectives.
 
The SVP, Projects reports directly to the Chief Executive Officer and is responsible for the Projects Department within the company. This position is considered to be one of the more senior positions within the Company. The incumbent will carry responsibility for the commercial and conceptual success of the property development dimension of the company’s integrated real estate business.
 
Duties & Responsibilities:
  • To develop strategies for the ‘product’ and ‘geographic’ expansion and diversification of the company’s property development business
  • To achieve the company’s core purpose to create great and affordable places for people to reside, work, relax and play and to improve the quality of life of the society in which the Company operates.
  • To support achieving the Company’s expected financial returns by ensuring project financial targets (IRR, margins, and profits) are achieved.
  • To effectively manage the department’s various functions (development, contract/procurement, construction, and development analysis) in order to optimize performance and achieve business targets.
  • To create a Departmental structure aligned with the Company’s business strategy.
  • To directly manage the department’s key positions until such time as they are effectively filled through either internal or external recruitment.
  • To promote and instil amongst the Department’s employees, the Company’s core values through all decision-making and corporate behaviour.
  • To prepare an annual Strategic Development Plan for the Development Department in conjunction with the CEO’s preparation of the annual Corporate Business Plan.
  • To achieve the Company’s goal to develop projects that offer the “product of first choice” in every product and price segment across every development category (e.g. Retail, residential, office, hotel, etc.).
  • To co-ordinate the preparation of differing development strategies based on preliminary master plans for the submission of Project Business Plans and Land Development Strategies.
  • To investigate and develop new product ideas, and new markets
  • To monitor the progress of all developments and keep the CEO informed of progress on critical issues.
  • To apply the principles of Total Quality Management throughout all aspects of the Department’s business activities
  • To ensure that suitable time / cost / quality monitoring systems are in place.
  • To manage business risk throughout all aspects of the Company’s development activities
  • To develop business relationships with strategic partners
  • To develop internal systems, procedures and practices designed to continually enhance the efficiency of the Department’s activities.
  • To ensure that throughout all areas of the Department’s activities, the ‘input’ functions such as planning, design, construction, legal communications, asset management, finance, marketing, etc. are coordinated to ensure that the overall program, budget and development concept are achieved and delivered as planned
  • To ensure that the process and methodology of preparing commercial feasibility studies is standardized throughout the business and that all professional staff are proficient in the financial analysis of development opportunities.
  • To obtain Board approval for all new development projects through the CEO.
  • To undertake commercial negotiations with joint venture partners, investors and financiers.
  • To determine land management strategies for each development, i.e. hold / sell, level of pre-commitment, term of ground etc.
  • To keep the Chief Executive Officer informed of ongoing activities, developments and issues on a regular but relatively informal basis and to perform all particular tasks assigned by the Chief Executive Officer
  • To maintain a high level of morale amongst Development Department staff and motivate this team to achieve the Department’s business plans and the Company’s mission.

Skills
• Degree from a recognized university in either a commercial or a technical discipline
• Minimum 10 years experience at a senior level in an international property development environment.
• Regional (GCC) experience with a proven track record with 1000+ units projects, at least 2 projects.
• Creative as well as analytical skills. A sensibility to design and the value of design in the development process
• Widespread experience in different development types such as retail, residential, office and tourism related projects on a scale comparable with the company’s business aspirations.
• Strong commercial negotiation skills
• An ability to drive the department to achieve the Company’s vision / mission within a challenging budget and time framework
